Shading does not necessarilly = lag. I'm sure you can figure out how to shade it and still have it perform well. There are many great games that have shading and still run smoothly.

dont shade with filters, use alpha, takes longer but hardly lags at all
if you had enough time you could create a second layer for all the shaded things, and have an option to turn it on and off for people with slower computers.

Do you mean shade with filters (Drop shadow, bevel etc)? I wouldnt recommend doing that unless its really gunna fit it stylisticly.
If you mean shade as in colour with a different brush colour - sure why not.

You could have a toggle for shading or no shading in an options menu. That way people with crap computers can play and people with nice computers can play a nicer looking game :P
